At the full Council meeting on 25th January several questions were put to the cabinet member for safer communities, Paul Cannon, by my colleague Cllr Mike Powell.
One of those asked whether any consideration had been given to introducing a 'licensing saturation zone' in areas of RCT such as Treforest where the growth of take aways is seen by some as threatening to wipe out other businesses in the area.
Cllr Cannon first off hand response was that these orders only apply to alcohol licenses and they are only issued where there is evidence of drunkenness leading to public nuisance. This is true, but they can have knock on effects, as Mike went on to explain. They have been introduced in Welsh Liberal Democrat led Cardiff where Police identified areas as having problems with anti social behaviour, and although not all new takeaway applications needed licensing, Police there then started objecting to planning applications for such establishments.
This in turn led to fewer planning decisions where the decision of the Council to turn an applications down then being granted on appeal. It has proven very effective.
Councillor Cannon's response to a further question on whether the Community Safety Partnership Scrutiny Committee would look at the matter? First he claimed that no representations had been received from anyone in Treforest, which is untrue as I have spoken to officers about this. He then went on to say that "what they do in Cardiff is irrelevant. I don't think I have a response at all."
I have asked it before, and I am sure many residents must be asking the same thing - what do we pay Cabinet members £36,671 a year for?
